Unable to download a new foreign language dictionary using version 5.1.10;

Workaround: load a new foreign language dictionary working dictionary on previous firmware version (i.e. 5.1.7) and then upgrade the phone's firmware to version 5.1.10.

iso8859-1 to iso8859-16 inclusive.support of wide character
dictionaries.backward compatible with old dictionaries.able to
independently upgrade firmware and fonts.
- Add new information to be displayed in Status GUI
- Show the name of the <Proxy> under the status GUI on the phone.
Location: Setup GUI -> Status -> EXT- Show the provisioning
status and show it on status menu.

- Save the RTP statistics of the last call and show it on the
status menu.

- Add DHCP option 60, Vendor Class ID, to the DHCP request.
"LINKSYS product_name" is used as the Vendor Class ID. Here
product_name is SPA-942, SPA-922 or SPA-962

- - added 9th cadence edit and 3 preferred codecs feature.
- added 3 preferred codecs in order feature for each extension.
- added parameters in flash to support the features
- codec will be selected in order from preferred codec list.
Duplicated codecs will neglected.

- On incoming page, do not automatically put the current calls on
hold. Instead mix the incoming audio with that of the currently
active calls; When user tries to put an incoming page call on
hold, the phone will end the call instead; Play the brief PAGE
Tone at the beginning of an incoming page
