    The reason I ask is e164.org has a Non-Geographical feature which can list tel: URIs against more expensive numbers so you get your calls cheaper. So far we have Australia, France, Spain and the UK listed, although I'll try and get time to add the information for German numbers tomorrow.

    The main difference is they seem to be a co-op or a group of companies that register your number with openenum.eu, where as with e164.org you register your own numbers, I haven't completely read the entire site on policies and what not yet.

    Probably, but there is no code for it at present, we used to have some code but that was chewing up too much CPU on the system we were running the website on so we removed it.

    We used to list toll free numbers, but this was sort of misleading depending how you calculate it, now we only list numbers registered with the system, both end user and blocks, but exclude things like toll free numbers and blocks that may not delegated yet.

    Well yes, that's why preference exists for. DNS shouldn't be relied on to have the order returned in the same way at every request. DNS is supposed to rotate the order so it was working as it was supposed to as far as I can tell.
