Connecting to Fritz a fixed number from a gsm gateway

Has anyone ever tried to use the GSM gateway (I have ZTE RL400) as a fixed number (stationary analog line), to the Fritz?

I try to, but it is not really going well... After activation the analog line, I am calling out properly, but when I try to call a mobile number (which is received by a GSM gate and transmitted to Fritz 7170 as an analog), I have still busy...
What I'm doing wrong?

ok at first we need a little more informations about your system/devices.

You are using a Fritbox 7170 with OS Version = ?, your outgoing phone calls are managed via VoIP, no analog line needed? <- is this true?

In fact this is Speedport W701V with a Firmware 58.04.84, finally just like Fritz 7170.
Outgoing calls = as per fixed phone number/analog line, it means I connected GSM gateway - socket "telephone interface -Telefonschnittstelle" --> Fritz "fixed line" socket ("T-Net/T-ISDN").
