Abgesehen davon das ich kein Pascal kann, finde ich auf der Sourceforge Seite nur eine ARM Version für WinCE

Status
FPC 2.2.0 or later supports WinCE target.
CPU support for WinCE target:
ARM CPU is fully supported.
i386 CPU support was not tested too much and may contain bugs. Patches are welcome.

Demnach was da steht sollte es aber gehen, auch wenn man sich den Cross-Compiler erst noch selber erzeugen muß, wie es weiter unten beschrieben ist.

Building WinCE cross compiler from sources
During the tutorial some paths will be suposed to demonstrate the build process. Just substitute those paths with the ones on your system.

This tutorial demonstrates how to build arm-wince crosscompiler. i386-wince crosscompiler can be build similar way. Just substitute arm to i386. Also binutils are not needed for i386-wince target.
